# 10 First (and last!) letter from Geoff Armstrong, Executive Director, Global Development Group 24th Feb 2014

As your communications are numerous and lengthy, I will not answer them in order, but will try and be concise and direct. Probably about six Global Development Group staff could have replied to your emails, but when you escalated the matter to DFAT and ACFID then only I could reply. 

We have thoroughly investigated your concerns and we can’t see any area where SHE Rescue Home has not adhered to their requirement of the ACFID Code of Conduct. Therefore a Code complaint cannot be made.

You assert that the two children were kidnapped. If this were true then that is a complaint, but it can’t be decided by ACFID, it must be decided in a court of law. The children are currently recognised by all entities that they are in ‘care’.

Global Development Group has copies of all the required documentation and has no problems with ‘SHE Rescue Home’.

We have been advised by DoSALVY (MoSALVY) that the SHE Rescue Home Project (Global Development Group) cannot reintegrate the Children until the Cambodia Trafficking Police have fully investigated and finalised the charge against you for allegedly hindering the reintegration process, notwithstanding the additional requirements of the family being in a suitable situation for reintegration have been met."

There are legal issues here and personal issues and neither Global Development Group, DFAT, or ACFID can resolve these. You have no complaint that can be made except in the courts and legal process.

Please do not respond or contact us further in regards to this matter. Please speak to the authorities in Cambodia.
